New Delhi : Odisha Chief Minister Mohan Majhi has presented his government’a one year report card before Prime Minister Narendra Modi, here on Saturday.
Speaking at the meeting of Governing Council of NITI Aayog, the Odisha CM said, ” With the double engine push, the state has grown at 7.2% in FY 25. I am deeply grateful to the Hon’ble Prime Minister for visiting Odisha 5 times in course of last 11 months which shows his commitment for the development of Odisha. I assure you Sir, Odisha will be the growth engine in the country’s development journey over the next twenty five years, I extend my sincere thanks to you for sanctioning new railway projects worth Rs.73,000 crore and National Highways projects worth Rs. 4,600 crore, another Rs. 17,500 crore projects are in the pipeline to be sanctioned.”
“The state in close coordination with the Centre is now actively implementing PM USHA, PM SHRI, Mamata- PMMVY, NEP 2020 and PM JAY. I also thank NITI Aayog for providing me this platform to share the transformative journey of Odisha in this last one year and to collaborate on our shared development goals. “The year 2036 will mark 100 years of our beloved State’s formation, and 2047, the centenary of our nation’s independence. Our Vision 2036 and 2047 documents- our ambitious resolve to build a prosperous, developed, and proud Odisha a ‘Viksit Odisha’ that shines brightly within a ‘Viksit Bharat. The people of Odisha aspire to see Odisha’s economy touch USD 500 billion by 2036 and soar to USD 1.5 trillion by 2047. The Odisha Vision document is a comprehensive, actionable, and inclusive report with suggestions received from over 3,20,000 people of the state through an online portal and analysed using Al. The Vision Document willbe launched on 12″h June,2025 and I will be personally monitoring its implementation our vision, which we have started working on is to bring all our cultivable areas under irrigation to raise agricultural productivity and farmer’s income and focus on rapid urbanization as an engine of growth. We look forward to building world class roads, railways and air connectivity with the support from Government of India. We seek to leverage the State’s long coastline with port based special economic zones, as a part of global value chain, to drive economic growth and create employment opportunities. We are making all out efforts to attract investment in textiles, garments, food processing industries etc. and also new age industries for large scale employment generation. We have the best in class skilling ecosystem for which “Skilled in Odisha” is a global brand name and we are “”Skilling for the World”.
Odisha is emerging as an ITeS and Global Capability Centres hub We have put in place an inclusive social security system through schemes like Subhadra’ for women in the age group of 18-59 years. The allocation for education and health sectors have been substantially enhanced to make our future citizens educated, skilled and healthy to contribute to our State’s growth process. We have formulated schemes and programmes to improve the quality of life of the people through provision of basic amenities like roads, pucca houses, electricity, drinking water, telecom services, sports infrastructure and other social and economic infrastructure along with livelihood opportunities for all.
I take this opportunity to highlight some of the achievements of my Government :
1. Our government follows a Good Governance model with citizen-centric policies and programmes. I meet citizens personally and listen to their issues face to face. This is not just a forum – it is a commitment.
2. Our extensive recruitment campaign aims to fill 150,000 vacant government positions over the next five years in a fair and transparent way.
3. Odisha has demonstrated strong fiscal discipline, improved the quality of public expenditure to foster economic growth and enhance the quality of life of the people.
4. Our flagship Subhadra Yojana has been a game-changer for women’s empowerment. Through the Subhadra scheme, we have reached out to over 1 crore women, disbursing more than INR 10,000 crore directly in their bank accounts, empowering them financially and sociallv. This is borne out bv the fact that Odisha has been ranked 1* in the country with more than 16 lakh Lakhpati Didis
5.Through the ‘Ek Ped Maa Ke Naam’campaign, we are promoting environmental sustainability, over 6.6 crore saplings have been planted in last one year with community participation.
6. my initial career, when I was a primary school teacher, I had a vision of strengthening the foundation of education through transforming quality of primary education. My Government has introduced the game changer scheme i,e ‘Godabarisha Mishra Adarsha Prathamik Vidyalaya’. Around 7,000 elementary schools willbe upgraded and equipped with advanced infrastructure, learning resources, and life skills education to develop children’s linguistic and arithmetic skills, preparing them for higher education.
7. The implementation of National Education Policy (NEP) 2020 in Odisha
has achieved significant milestones.
8. Odisha’s integration with Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana is ensuring universal healthcare access by providing cashless treatment upto INR 5 lakhs to more than 1 crore families.
9. Make in Odisha Conclave has reinforced Odisha’s status as the leading investment destination in the eastern region. In the recently concluded Utkarsh Odisha Conclave, we have received 593 proposals with investment intent of Rs.16.73 lakh crore spread over 20 sectors with employment potential of 12.88 lakhs which surnassed the total valu e of investments received in last three editions of the conclave.
10.To improve ease of doing business and industry ecosystem in the State, a special focus has also been placed on the decriminalization of laws to address minor offences and technical defaults more efficiently. The State is actively participating in the deregulation exercise mandated by the Cabinet Secretariat taskforce for deregulation. Further, in line with the Jan Vishwas Act, 2023, Odisha is drafting the Odisha Jan Vishwas Bill, 2025, involving eight key departments to amend penal provisions.
11.We have brought out a progressive road policy. for holistic development of the road sector. We have set up a State Highways Authority on the lines of NHAI.
12.We have brought out development of Hirakud in western Odisha as a Special Tourism Zone. We also intend to specifically develop the Buddhist circuit in Odisha. Integrated master plan will be taken up for iconic destinations with a phased execution.
13.My Government is committed to provide 40% urbanisation by 2036& 60% by 2047 from the current 17%. We plan to develop a metropolitan region of 7,000 sq km around Bhubaneswar, Khurda, Jatni, Cuttack, Paradip, and Puri, with similar plans for other growth centers.
14.Our World Skill Centre is equipping our youth with world-class skilling, aligned with global industry demands. Through global certification offered in partnership with Singapore, our youth are becoming globally employable securing placements in countries like UAE, Singapore, Japan and Saudi Arabia.
15.In order to augment the income of the farmers and enable them to take care of expenses related to agriculture and allied activities as well as domestic needs my government has implemented the State Scheme “CM Kisan”.
16.We envision ensuring water security for all and aim at more than 90% irigation coverage across all feasible and cultivable areas and near 100% climate and disaster resilience mitigating risks from floods and droughts. We are planning to increase irrigation potential by 15 lakh Hectares by 2029-30.
17.As part of our DeepTech and frontier technology efforts, we are supporting an ecosystem that fosters innovation in sectors like Artificial Intelligence (Al), robotics, biotech with dedicated budgetary provisions.
18.As the Hon’ble Prime Minister says ‘Vikash Bhi Virasat Bhi’, for us too, Odia Asmita is about embracing Odisha’s legacy while striving for progress, ensuring that our unique identity is recognized and strengthened in the modern world. Odisha – where tradition meets tomorrow’; embodies our cultural identity, pride, and heritage. My Government has put emphasis on the comprehensive and systematic development of Odia Language, Literature and Cultural heritage of Odisha . I am deeply grateful to Government of India for giving Bali Yatra enhanced cultural significance We plan to have a tie up with the National School of Drama, New Delhi to further strengthen celebration of the World’s largest Open-Air theatre- Dhanuyatra in Bargarh.
