Bhubaneswar: The Odisha government posted controversial bureaucrat Gagan Kumar Dhal as chairman of Odisha Forest Development Commission(OFDC) after declaring it equivalent in status and responsibility to the post of chief secretary provided in the IAS cadre of the State. Dhal was holding the OFDC chairman posts as an additional charge along with Agriculture Production Commission(APC).
Dhal is in controversy for his application seeking relieve from the service on personal and family ground on August 6, just a week before the government decided to appoint Asit Tripathy as chief secretary ignoring his seniority.
The government seems to have not taken his application into consideration.
The government has come out with the notification on Saturday appointing Asit Tripathy as chief secretary. Asit will be the chief development commissioner and secretary general administration besides remaining in charge of chairman Odisha State Pollution Control Board and ORSAC .
Suresh Mohapatra is the new Development Commissioner. He will also hold the charge of secretary Planning & Convergence . Mohapatra has been allowed to remain in additional charge of working chairperson, Shree Jagannath Temple Administration, Puri in addition to his own duties.
The director general, Training Coordination, Gopabandhu Academy of Administration, Bhubaneswar, Sudarshan Pal Thakur, a 1986-batch IAS officer, is allowed to remain in additional charge of chief administrator, KBK, Koraput in addition to his own duties. The additional appointment of Asit Kumar Tripathy as chief administrator, KBK, Koraput stand terminated from the date Sudershan Pal Thakur takes over.
Pradipta Kumar Mohapatra, 1988-batch IAS, additional chief secretary School & Mass Education is appointed as Agriculture Production Commissioner, Odisha vice Dr. Gagan Kumar Dhal.
He is allowed to remain in additional charge of School & Mass Education in addition to his own duties.
Rural development principal secretary Dr. Mona Sharma, a 1989-batch IAS officer, is allowed to remain in additional charge of principal secretary Forest & Environment in addition to her own duties.
Principal secretary industries with additional charge of OMC chairman, Sanjiv Chopra, a 1990-batch IAS officer, is allowed to remain in additional charge of principal secretary Home in addition to his own duties.

IRTS officer Manoj Kumar Mishra, Commissioner Rail Coordiation & Special Secretary to Government, Commerce & Transport Department is allowed to remain in additional charge of Secretary (l/c), Electronics & Information Technology Department in addition to his own duties.
ITS officer Rudra Narayan Palai, special secretary Electronics & Information Technology department is appointed as special secretary Revenue & Disaster Management department.
Works secretary Dr. Krishan Kumar, 2002 batch IAS, has been allowed to remain in additional charge of chief administrator of Shree Jaganath Temple Administration and chairman Puri-Konark Development Authority in addition to his won duties.
